I just tested my install and my FarHarbor content is still working. I have a couple mods that require all dlc and i have all of them installed but when i go on loot it dosent have a check mark on the following dlc DLCNukaWorld. The mod date on my Fallout4.ini is April 10, 2019, could be I modded something or moved it to my HDD from SSD on this date, I don't know (IIRC I think I tried a couple unnecessary ini tweaks to kill god rays). I got FarHarbor working via the linked tutorials in June 2018.
